Cherry Hill Township is facing a March 15 deadline to adopt its updated affordable housing plan. As a result, new redevelopment sites are being evaluated. One potential addition is the Three Executive Campus property between Routes 70 and 38.
The 430,000-square-foot office building sits on 28 acres and is nearly 50 years old. According to the Township’s plan, the site is considered underutilized. Therefore, residential redevelopment is being explored.
Currently, the property is zoned for regional business use only. However, an overlay zone permitting residential development is being proposed. Consequently, the Planning Board will consider recommending a Master Plan adjustment.
Importantly, the property owner did not initiate the redevelopment discussion. Instead, notification was provided prior to the overlay’s introduction. At this time, no formal development plans have been submitted.
Two potential development scenarios have been outlined. One proposal calls for 195 new residential units near the existing office structure. Of those, 39 units would be designated as affordable housing.
Alternatively, the office building itself could be converted into up to 320 housing units. Under that plan, 64 units would be reserved as affordable. Therefore, either scenario would support the Township’s fair share obligations.
The overlay zone is intended to create a mixed-use environment. In addition to residential units, retail, restaurant, civic, and recreational uses would be permitted. As a result, a broader live-work-play concept is being contemplated.
The Planning Board is scheduled to review the proposal during a public meeting. Subsequently, a recommendation is expected to be forwarded to Township Council for final consideration. Ultimately, the decision will shape Cherry Hill’s affordable housing strategy moving forward.
